Plymouth Survey Results – October 2004 Appendix
The town should not have to use local tax dollars to police university student misbehavior. That is
the responsibility of the state.
The University
The university tax-free including summer camp at Loon Lake.
The university!!! Need I say anymore?
The university, they do not pay their fair share.  We have too many tax-exempt organizations in
town.  It's a drain on the town & taxpayers.
There are way too many churches, & the college continues to expand. If they want to go beyond
the "state" status, taxes should be paid. It should come from the college, not the state, because
that would still be our tax dollars.
This is a tough one. Plymouth is the perfect location for those facilities (medical, religious, social
services, etc.) Costs should be spread out over the areas served. University related costs should
be carried by the state much more than they are now.
This probably pertains to the college. PSU offers much to the community. Emphasis needs to be on
what else can PSU do to help citizens other than just paying more $ for services.
This town is a magnet for exempt properties.  As it grows a burden is put on your emergency
services (I.e. police, fire and EMS)
Too many churches
Too much time spent by police to maintain civil obedience of College students. There needs to be
more demand by college execs. To keep students under control, or send them packing.
Town churches, College housing owned by someone else if they're out of town. The college has to
beginning to pay their share. Give Plymouth a break!
Town ought to be able to bill PSU for services - their voluntary donations don't measure up to the
cost e.g. only reason for FD ladder truck is existence of PSU tall buildings.
Town police spend much time patrolling off campus housing. Five men must be called often to off
campus housing. Roads in neighborhoods are affected by heavy construction on college grounds.
College students generate a lot of litter in our neighborhoods.
Town services to Plymouth State University.
University (3)+A23
University & church owned buildings.
University & hospital is obtaining more & more properties tax-free any services from them are going
up dollar wise to residents.
University people - example - their kids go to school they pay no kind of tax
University shouldn't have to enlarge law enforcement to handle student problems.
University students
Use of town fire, police, court system & town roads by college. Real estate (off-campus) used for
student housing further aggravates the situation. Their refusal to pay fair share is arrogant beyond
belief & should be illegal.
USNH doesn't pay its share of environmental impact & share its resources enough.  Big box store
incentives to guild here should not include tax breaks.
Way to many college building untaxed too many churches & buildings belonging to them.
Surrounding towns getting all the benefits with no tax burden to them.
We are the hub of the area - it seems all non-profit agencies are located here - takes taxes #'s but
also brings all traffic from surrounding towns here - which puts more wear & tear on our roads &
services. We need to control these agencies
We do not receive the appropriate reimbursement from the legislature for PSU.
What selectmen worked out with college seems to be recording to those knowledgeable, was less
than adequate.
